The year is 3 BBY. In three years the Death Star will be built, blow up Alderaan, then be blown up by a blonde kid named Luke Skywalker who enjoyed going to Toshi Station to pick up power converters. However for now, the Empire is a galaxy-spanning reality of life. There's a few scattered rebellious types yes, but by and large the galaxy is full of ordinary people.
